Province Zuid-Holland to China in June 2017
在南荷兰省与河北省建立姊妹关系10周年之际，南荷兰省将专门派遣贸易代表团于2017年6月4日至9日对中国进行访问。省长雅普·斯密特（Jaap Smit）先生和韦斯特兰市长雅克·范登·塔克（Sjaak van der Tak）先生将亲自带队。鹿特丹市长艾哈迈德·阿布塔勒普（Ahmed Aboutaleb）先生也将于同期访问中国。届时，南荷兰省和鹿特丹市有望共同参加几项重要活动。
这一项目由“国际商业合作伙伴”（PIB）组织建立，该组织由多家活跃于中国市场的荷兰领先园艺企业和科研机构组成。该项目旨在通过在中国目前的园艺界推广其技术并展示利用其技术和知识的优势来加强其成员（Delphy、Hoogendoorn Growth Management、Ludvig- Svensson、Ridder Drive Systems、Hortimax和瓦赫宁根大学）的地位。该项目由荷兰企业管理局和鹿特丹-海牙都市圈提供资金支持。
Province Zuid-Holland to China in June 2017
On the occasion of the 10th anniversary of Province Zuid-Holland and Hebei Province sister relationship, Province Zuid-Holland will organize a special trade delegation to China from 4 to 9 June 2017. The Commissioner of the King, Jaap Smit, and Westland mayor, Sjaak van der Tak will lead this delegation. During the same period mayor Aboutaleb from Rotterdam will travel with a delegation to China as well. Province Zuid-Holland and Rotterdam city will, where possible, jointly attend several activities.
During this mission, several places such as Shanghai, Hebei, Shandong Province and Beijing will be visited. The main theme will be “Sustainable integrated development”, in which topics such as water management, environment, urban planning & design and modern horti- and agriculture will be covered.
Activities during this mission include participation of Aquatech Shanghai, governmental talks with Heibei and Shandong Pudong government, the signing of a new horticulture MoU with Hebei Agriculture Department, the opening of a greenhouse project in Dezbou, a conference organized by Hebei Water Department, a photo exhibition, company visits and lastly the participation of the Rotterdam Philharmonic Orchestra.
In Hebei, Province Zuid-Holland and Hebei Province will among other things discuss the new Special Economic Zone XiongAn. The development of this area, about 130 km southwest of downtown Beijing is one of the Chinese national government and the Chinese Development Bank main priorities. The area received a funding from China Development Bank of 133 milliard Euros. The Province Zuid-Holland aims to explore to what extend this new area creates opportunities for Dutch expertise.

Strategic discussion Province Zuid-Holland
On 12 and 21 April 2017, Zuid-Holland Province and mayor Sjaak van der Tak organized two strategic discussion sessions with several governmental organizations and businesses, all of which had interest in the environment and sustainability sector in China. The purposes of the sessions were: - To better understand the challenges for Dutch companies in China (Difficult to deal with Chinese government, difficult to scale up – develop from one project to more projects) - Connect all stake holders from both Dutch and Chinese side - Try to initiate dialogues with joint challenges with China and share Dutch experiences - Establish relationships in a sustainable way
One of the main conclusions from the sessions was the necessity to develop a 2-step strategy. The first step is to deepen and develop further the relations with areas where Zuid-Holland companies are already active and where concrete projects can be realized by businesses, with or without government support. Examples of these are several areas in Shandong. Secondly, in addition to the areas where concrete projects can be started, there are areas that may be of importance in the future, but are at the moment too far away from companies to invest in it. An example of this is the new XiongAn economic zone (more than 100 kilometers below Beijing). Here it would be good if the government would promote the (horticultural and logistic) expertise of our region in anticipation of the vast area development in this city / region. This should be on the agenda within the government-to-government talks.
Furthermore, there should be a platform established in order to have a balance between preaching and selling (between the vicar and the merchant), in other words a balance between economy & business and sustainable development. In order to create an impact and change the situation, opinions and expertise should be exchanged and complement one another. In the past, horticulturists came together over the weekends and exchanged their knowledge and experience, leading to innovation. This diluted over the years and to continue to stimulate innovation the greenport horti campus was established. This form of exchange must also happen in China to stimulate innovation. Secondly, global challenges have become shared (and interconnected) challenges since every country on governmental and business level has to coop with- and attack- these environmental challenges. Consequences of the urbanization for instance result in different environmental challenges such as smog, water contamination and soil contamination. The Chinese government (and companies) have reached the same consensus and focus on environmental reforms. All these urban challenges are interconnected; therefore an integrated solution (in cluster form) is most suitable to apply to this situation. Lastly, there is the on-going battle between long-term and short-term investment. The added value of long-term investment can be found in the variety of combined fields of expertise. A variety of companies with their own expertise can contribute to a larger and whole concept. Therefore by means of join-cooperation companies can expand their target markets, upscale their companies and share responsibilities.
Another result originating from these sessions, is that several companies expressed their interest to join the Zuid-Holland mission coming June and to help developing the governmental China strategy.
Opening Chinese Solar Greenhouse Bleiswijk
On April 12th, the Commissioner of the King, Jaap Smit, and Commercial Advisor of the Chinese embassy, Guosheng Zhang, have officially opened the Chinese Solar Greenhouse at Bleiswijk. This solar greenhouse has been equipped with Dutch technology and simulates climate circumstances of a Chinese greenhouse. The greenhouse will help Dutch technology providers to better comply with the Chinese local conditions. As a result, Chinese crops quality will be further improved.
During this event, Jaap Smit praised the achievement of the Dutch highly sophisticated horti cultural cluster, which in all aspects is the largest in the world. The cluster consists of the Dutch companies Hoogendoorn Growth Management, Ludvig Svensson, Ridder Drive Systems, Hortimax, delphy and Wageningen UR. Dutch scientific achievements enjoy worldwide fame: 80% of all horticulture innovation worldwide originates from the Netherlands. Due to collaborations with several Chinese partners such as Hebei Province and Shanghai Pudong, companies and the Province have gained insight in that the most important factors to consider are the local situations, standards and labor. Since solar greenhouses are the main type greenhouses to be used in China, it is important that innovation goes hand in hand with a customized manner.
Pudong Water Department and Hebei Agriculture Department visits
The Province Zuid-Holland is very pleased to announce that Shanghai Pudong Water Department will visit the Netherlands at the end of June. This study tour succeeds last September’s Dutch delegation visit to Shanghai Pudong. Not only will the current cooperation with Deltares in the field of urban flood management and an early warning system be further developed be discussed, in addition it will be an opportunity to explore and extend the cooperation in several fields such as water quality, soil & groundwater remediation and Sponge City in Shanghai Pudong.
During the same month, Province Zuid-Holland will be honored with a visit from Hebei Agriculture Department and several Chinese agricultural companies. Numerous Hebei agricultural companies benefitted from the solid cooperation between Province Zuid-Holland and Hebei Province. The purpose of this visit will be to discuss further cooperation concerning solar greenhouse joint projects, glass greenhouse constructions and new vegetable varieties in greenhouses with companies in Zuid-Holland. Moreover, this delegation will be the first Hebei Agricultural delegation to visit the Netherlands after the signing of the new MoU.
