From 4 to 9 June 2017, the King's Commissioner Jaap Smit headed a trade mission to China. The circumstance dictating this visit was to celebrate 10 years of cooperation between the provinces of Hebei and Zuid-Holland, and in addition, consultations were held with the administrators of city district Shanghai Pudong, with which Zuid-Holland also has a long-standing relationship.

Much attention was paid to current important developments, such as the Chinese ‘One Belt, One Road’ strategy and the formation of a new megacity in Hebei. The horticultural industry played a large role as well, and a horticultural delegation led by mayor Van der Tak of the municipality of Westland was there to give support. With Rotterdam mayor Aboutaleb we were able to show Shanghai and Beijing how important our companies could be for China, among other things in the field of integral water management and sustainable urban development.  The demand for Dutch knowledge and expertise in these areas is great, as is the interest in investments by Chinese companies in Zuid-Holland, as became clear during a promotional event by Innovation Quarter, attended by around 200 Chinese guests.

On the June 7, a "Sponge City" seminar was held at Aquatech China 2017, one of the biggest water treatment exhibitions in Asia, at Shanghai's National Exhibition and Convention Center. Following a short opening introduction, Jaap Smit, the King's Commissioner of the Province of Zuid-Holland, delivered speech. Global Times China published an article about this Sponge City seminar: "Sino-Dutch seminar addresses Shanghai’s water management".
