Large projects and (urban) developments take place in Pudong: the Zhangjiang High-tech Park, the World Expo, the towers in Lujiazui which are so typical for the Shanghai skyline. However, the infrastructure lags behind in Pudong. Most of the infrastructure dates from the late 20th and early 21st century. Especially in recent years, Shanghai is suffering from flooding due to intense rainfall. In the rainy season the water level of the Huangpu river is higher than in the rest of the country.
Zuid-Holland has a lot of expertise in the field of water management and flood forecasting. Zuid-Holland has actively promoted the expertise of Deltares, which resulted in an order from the Environment & Water Department to Deltares to develop an early warning system for flooding. To award a contract to a Dutch party, active support from the government is necessary. To this end, the province signed an agreement in the field of water management, in addition to the general cooperation agreement on June 14, 2016.
